Decent chance of this being an osprey specifically. White on top of the head and on the breast.

the maybe osprey carrying what looked snakelike or eellike at first -- but at one point it banked quite close to me and I could tell nothing more than that it was a tattered-looking Thing. Which happens to you once a hawk gets to you. The other appeared to have the red head of a turkey vulture, though you can't tell here.
